Description
Together with our client, we are participating in a tender for a public administration project and are looking for experts to be part of a larger team for a long-term project. The team will provide expert services on an hourly fee basis. Freelancers can apply for each role individually and any supplier can also offer a team; we will assemble a team of the best suited candidates – see below for role specific tasks and requirements. The tender is for a public sector healthcare client in Finland.
The scope of the procurement includes expert services in participation in eHealth process consulting, service design, requirements definition and user interface (UI/UX) design processes and projects, documentation, and report generation tasks. Also, development of digital services through service design (customer research, summarization of customer understanding, ideation, prototyping, testing, conceptualization, implementation planning), and mobile and chatbot development.
The aim is to use the existing technical and functional architecture and develop it using the capabilities of the client cloud platforms. The foundation of the client mobile app is React Native cross-platform framework for iOS and Android. TypeScript is used as the programming language. React Navigation is used as the navigation library and the mobile app source code is hosted in Azure DevOps Git. The mobile app uses client databases via REST interfaces in the Azure cloud service. Integrations with other systems are also handled through these interfaces. Expert work requires collaboration with client product owners, experts and third-party client partners.
How to apply
As this is a public sector tender, the bidding process is a bit different from the typical approach one might be accustomed to in the private sector. The winner will be selected based on a point system. The point system consists of 1) price and 2) competence points. The emphasis is 30% on price and 70% on competence.

Requirements Definer
Job responsibilities:
– Converts the service concept into a requirements specification that can be directly used for possible tenders and application development.
Requirements, experience in the following:
– Previous experience in preparing functional and technical requirements specifications for projects targeting social and healthcare digital services
– Previous experience in preparing functional and technical requirements specifications for projects focused on digital services

UI/UX designer
Job responsibilities:
– Designs and develops the desired user experience (UX) and user interface (UI) and develops usability in collaboration with developers according to the needs and wishes of the customer.
Requirements, experience in the following:
– Previous experience in development and implementation projects for digital services in the social and healthcare sector, including UI/UX design, including prototyping and design of production-ready user interfaces. The specialist should have experience of working with software developers during the software development of the service.
– Previous experience in UI/UX design complying with WCAG2.1 accessibility criteria at least level AA
– Previous experience in UI/UX design based on researched user experience, i.e. either clarified in connection with the project or based on up-to-date information

Chatbot developer
Job responsibilities:
– Develops content for chatbots using different technologies, e.g. bot training in a natural language bot.
– Utilizes language models in bots.
– Makes various reports on bots.
– Build new bots using different technologies.
Requirements, experience in the following:
– Previous experience in the content development of chatbots with different technologies, e.g. working as a bot trainer
– Previous experience using language models (LLM) in natural language bots
– Previous experience in preparing reports for chatbots with different technologies.
– Previous experience in building chatbots with different technologies.

Mobile developer
Job responsibilities:
– Designs and builds a mobile app.
– Responsible for moving the mobile app into production and documenting the process.
– Develops the mobile application based on needs specifications.
Requirements, experience in the following:
– Experience in development work in significant healthcare system development projects in production use (Significant system development projects count as projects where the number of agile developers is at least 20 developers and the duration of the project is at least one year)
– Angular JS or React Native application development expertise
– Experience working in the product development of a CE-marked (MDD or MDR) medical software device
